Jigsaw (from the Saw movies) vs. Joker (the greatest comic book villain)?

In order for Jigsaw to be effective, he needs an accomplice or two to do all the dirty work while he sets up the "situation" his victim will have to deal with. And neither Jigsaw nor his accomplice Amanda have gone up against anyone like the Joker. Their victims are all ashamed of their various crimes, possibly in hiding. The Joker...isn't. When someone came for him, he would just shoot them. With a really big gun.
Jigsaw has the upper hand when he orchestrates every single detail of the situation. The Joker wouldn't let him. He'd be dead before he could get the chance.
